MULTI-SECTORAL FOREST PROTECTION COMMITTEE
PENRO-SURIGAO DEL NORTE
The creation of Multi-Sectoral Forest Protection Committee (MFPC) aims to bring forest protection to the grassroots by involving the various sectors of the community. The MFPC will provide the forum where sectors from the community and government agencies combine to take action together on forest protection issues.
In the interest of the service and in line with the Mandates of Executive Order No. 23 and DAO 17, series of 1995 the conduct of MFPC meeting is hereby authorized and shall be participated in by the following members/representative of MFPC and secretariat, namely: The Provincial Philippine National Police, City PNP, Philippine Army, Philippine Coast Guard, Philippine Ports Authority, Regional Maritime, Department of Education, Department of Agriculture, Surigao Metropolitan Water District, Provincial Environment and Natural Resources, City Environment and Natural Resources, REACH Foundation, Religious Sector, Media Organization and Public Assistance Office.
For the year, four (4) quarterly MFPC meeting were conducted, the dates and locations of the meeting are:
- First Quarter MFPC Meeting was held on March 30, 2015 at the Mines and Geo-sciences Bureau Training Center, Surigao City.
- Second Quarter MFPC Meeting held on June 19, 2015, at Jakelou Restaurants, Narciso Street. Surigao City.
PENRO Cliff C. Abrahan as he gave his words a challenge and inspiration to the MFPC members. Informing the Committee that the new Rationalization Plan of the agency that CENRO-Dapa is now SIPLAS (Siargao Island Protected Landscape and Seascapes) Office under PENRO-SDN. The primary purpose is to protect the life support system of the ecosystem and protection of nature more importantly the marine ecosystem. He also mention, the mining area specially the operation of the large scale mining in the province of Surigao del Norte which requires review and implementation of their ECCs and Socorro Island tourist spots which need the proper maintenance of cleanliness in the area.
The Meeting was successfully conducted to discuss issue/problems and the Updated Reports of each unit, and on how to resolve the issues and concerns with the full support of the other government agencies.
Third Quarter MFPC Meeting held on September 15, 2015, at Jakelou Restaurants, Narciso Street. Surigao City.
The Meeting was conducted headed by the OIC-PENRO Cliff C. Abrahan with the support of other government agencies and staff with topics on Executive Order No. 23, mentioned SIPLAS and some of the problems it is currently facing, such as the Extraction of White Sands; Construction of new resorts which mostly did not comply with the proper procedures and specifications under the law; used of illegally cut forest products which came from outside SIPLAS area and the growth of tourism in SIARGAO should not be the cause of the destruction of the environment in other areas outside the province. The priority agenda they discussed was MFPC Action Plan for 2015-2020, RESOLUTION NO. 2015-001, “ A RESOLUTION REQUESTING THE HON. CITY MAYOR ERNESTO T. MATUGAS THRU THE SANGGUNIANG PANGLUNGSOD TO REQIURE NEW ESTABLISHMENTS TO SECURE DENR PERMIT PRIOR TO THE ISSUANCE OF MAYOR’S BUSINESS PERMIT” AND Lecture on Ethical Behavior in the Enforcement of Environmental Laws. The Public Assistance Office was present supporting the illegal logging issues and concerns.
